Overview & Synopsis
Palestinian Investment Preparation Facility Project for West Bank and Gaza has the development objectives to support the preparation of implementation-ready investments and enhance the public sectorβs institutional and technical capacities for investment preparation. Component 1: Preparation of Priority Investments will finance the end-to-end preparation of selected public investments aligned with Cabinet-approved priorities, managed by the Ministry of Finance and Planning (MOFP) through its Project Preparation Unit (PPU) and in close coordination with line ministries and agencies (LMAs). Sub-components include design and structuring using standardized business case models; pre-feasibility analysis covering technical, legal, gender, environmental, social, land, and climate issues; environmental and social (E&S) studies in line with the Environmental and Social Framework (ESF), including Environmental and Social Impact Assessments (ESIAs) as appropriate; detailed feasibility and design studies with technical, economic, and financial analysis; development of a bankable business case and fiscal impact appraisal; financial structuring and assessment of public-private partnership (PPP) options where suitable; security risk mapping and management protocols for preparation and implementation; and Investment Preparation Steering Groups to engage potential financiers early. Component 2: Strengthening the Institutional and Technical Capacity of LMAs will build in-house capabilities for investment preparation through embedded expert advisors within beneficiary entities, on-demand specialized consultant support across sectors and skills, and training and study tours on best practices in project screening, procurement, E&S risk management, operations and maintenance, financial management, and citizen engagement. Component 3: Project Management will establish and operate a Project Implementation Unit (PIU) within the PPU to oversee procurement, financial management, monitoring and evaluation, audits, environmental and social compliance, stakeholder outreach, and coordination with LMAs and interested financiers to ensure efficient and high-quality delivery of preparation outputs.
