Mozambique - Country Partnership Framework for FY26-31 : Annex 6 - Systematic Country Diagnostic : From Resource Wealth to Shared Prosperity
Overview & Synopsis
This streamlined Systematic Country Diagnostic reassesses development challenges and opportunities to inform the next Country Partnership Framework. The 2021 Systematic Country Diagnostic (SCD) provided a comprehensive assessment of the binding constraints to poverty reduction and inclusive growth. Although its findings remain broadly relevant, the 2021 SCD framework has been recast to capture recent economic, social, and political developments – namely, reemerging macro-fiscal pressures, post-election unrest, increasing demand for good governance and jobs, and the ongoing conflict in Cabo Delgado. The updated framework also reflects recent World Bank Group corporate changes: new vision, mission, and approach to country engagement, with jobs as a key strategic priority. This streamlined SCD draws on available evidence to discuss developments since 2021 and reassess the most pressing challenges and emerging opportunities – with a view to accelerating and sustaining inclusive and resilient growth.7 This SCD provides the analytical underpinnings for the Country Partnership Framework (CPF) for FY26-FY31.
