Effective Planning and Preparation Practices : Framework - Infrastructure Working Group Priority 1: Developing an Investable Infrastructure Pipeline

Overview & Synopsis

Global infrastructure investment needs are projected to reach US$18.5 trillion by 2040, with emerging markets and developing economies (EMDEs) representing 70 percent of the anticipated shortfall. Despite this pressing demand, private infrastructure investment in EMDEs has remained stagnant over the past decade and is concentrated in a limited number of countries. To address this challenge, the G20 Infrastructure Working Group (IWG), under South Africa’s Presidency, has prioritized the development of investable infrastructure pipelines to attract greater private participation in infrastructure (PPI). This Framework provides practical guidance to governments on enhancing planning and project preparation to scale up investable infrastructure projects. It is designed for a wide range of stakeholders, including ministries of economy and finance, PPP units, infrastructure ministries, local governments, development partners, private sector participants, and organizations involved in project design and development. Serving as a reference tool rather than a prescriptive directive, the Framework is voluntary and non-binding, allowing countries to adapt its recommendations to align with national policies and strategies. By improving project readiness and fostering robust pipelines, this Framework aims to catalyze private investment and support sustainable infrastructure development globally.
