Overview & Synopsis

Ratings of the Cashew Value Chain Competitiveness Project for Cote d'Ivoire were as follows: outcome was moderately satisfactory; Bank performance was satisfactory; M&E quality was substantial. Lessons and recommendations included, first, that defining operational management and frameworks alongside or ideally before construction of agro-industrial zones (AIZ) is critical for timely and effective implementation; it is recommended to establish a dedicated management entity, finalize concession agreements, and secure private sector engagement prior to completing construction to ensure immediate utilization of completed infrastructure. Second, cash incentives can stimulate rapid growth in a nascent cashew processing industry, but they must be complemented to avoid dependency and ensure competitiveness and sustainability; it is recommended to pursue a holistic approach that includes support to farmers to enhance productivity and secure raw material supply, targeted rural road investments at chokepoints to improve access to high productive areas, continuous training for both farmers and processors to build capacity, creation of an interprofessional organization to foster continuous stakeholder dialogue, regular review of the incentive mechanism to refine and assess relevance, and a self-limiting feature whereby increased processing reduces raw nut exports, the source of funds for the incentive. Third, improving raw cashew nut quality requires a deep understanding of market dynamics because quality-based pricing is not standardized and penalties vary with demand; it is recommended to promote quality through processors and their partner cooperatives, who have a direct interest in kernel quality and provide a more effective entry point for interventions. Fourth, financial instruments for cashew industry participants must reflect the sector’s unique market structure characterized by spot-based trading, price volatility, and limited forward contracting; it is recommended to design financing solutions that account for these peculiarities, beyond borrower capacity, to enhance bankability and uptake.
