Brazil - Adaptation through Proactive Drought Management
Overview & Synopsis
This case study examines Brazil’s transition from a reactive, infrastructure-heavy model of drought response to a proactive, integrated system that links monitoring to policy action. Focusing on Northeast Brazil, where chronic water scarcity and socioeconomic vulnerability amplify drought impacts, the study documents the institutional reforms and tools that enabled this shift. The approach is structured around three pillars: (1) drought monitoring and early warning, (2) vulnerability and impact assessments, and (3) mitigation and response planning. Central innovations include the National Drought Monitor, which consolidates federal and state data to produce a unified monthly drought map, and sector-specific Drought Preparation Plans that translate risk information into operational measures. The framework enables automatic eligibility of municipalities experiencing moderate drought (D1) or higher for designated relief instruments, improving timeliness and targeting of support. Findings indicate strengthened coordination across levels of government, more efficient allocation of resources, and enhanced resilience of communities and sectors to recurrent drought. The case concludes that Brazil’s structured, data-driven model is replicable and provides a practical pathway for countries seeking to build drought resilience in water-scarce contexts.
