Rulebook on Intellectual Property Rights and Commercialization
Overview & Synopsis
This Rulebook serves as a template for National Research and Development Institutes and Universities to define their own Intellectual Property (IP) Policy - an internal regulation that clarifies the institutional steps for the creation, protection, and commercialization of research results. It is aligned with the Romanian legal framework as of July 2025 and is intended to support institutions in fostering innovation, ensuring legal compliance, and maximizing the societal and economic impact of their research. The Rulebook is structured around the rights and obligations of researchers, employees, and collaborators in relation to IP generated within the National Research and Development Institutes and Universities and their interactions within clearly defined processes. To enhance usability, the Rulebook concludes with an interactive map that visually summarizes the entire IP lifecycle - from invention disclosure to commercialization and revenue distribution. This map serves as a practical navigation tool, guiding readers through the document and highlighting the key steps and milestones in the IP management and commercialization journey.
