Overview & Synopsis

The Government of Bangladesh (GoB) is hosting approximately 1.1 million (as of April 30, 2025) Displaced Rohingya Population (DRP) in refugee camps in Cox’s Bazar. The GoB is advocating for voluntary repatriation as the primary solution and has coordinated a large-scale humanitarian response with international partners, including support for host communities in Cox’s Bazar. The GoB and development partners have offered significant assistance to the DRP, providing essentials such as shelter, food, clothing, medical care, and infrastructure. However, the prolonged nature of the DRP and the conditions in the camps present challenges for both the host community and the DRP. This report aims to systematically identify the direct fiscal cost of hosting refugees by the GoB and understand costs incurred through humanitarian support and other donors. Understanding these costs is crucial for effective resource allocation, budget planning, and decision-making regarding international aid and cooperation. Amid declining donor funding, finding sustainable solutions to hosting the DRP is essential to sustain refugees’ existence. This can be achieved by increasing the DRP’s self-reliance. There is a need for continued support and international cooperation to address the needs of the DRP and find more sustainable solutions to hosting them.
