Overview & Synopsis

Resilient Recovery and Urbanization for Jobs Project for Mozambique, with development objectives to support resilient recovery and flood risk reduction in urban areas and build municipal capacity to leverage investments for job creation. Component 1: Recovery and Resilience of Urban Infrastructure will restore and upgrade flood-damaged urban assets and reduce future risk through resilient rehabilitation of roads, drainage networks, markets, and related infrastructure in flood-affected municipalities; construction of strategic flood control, drainage, coastal protection, and erosion control works, combining gray and nature-based solutions in cities such as Maputo, Matola, Boane, Marracuene, Xai-Xai, Chokwe, Chibuto, Beira, and Vilankulos; and studies and designs to prepare basin- and city-wide flood risk assessments, drainage master plans, and detailed engineering designs, as well as targeted urban upgrades to catalyze private investment and job creation in priority areas. Sub-components: Sub-component 1.1 will finance resilient rehabilitation of critical urban infrastructure to quickly restore functionality while enhancing durability against future floods; Sub-component 1.2 will deliver major flood control and coastal protection infrastructure to expand hydraulic capacity, reduce inundation, and safeguard vulnerable assets; Sub-component 1.3 will fund analytics, climate-informed urban planning instruments, and bankable designs, including investment pipelines and urban regeneration packages linked to flood protection. Component 2: Strengthening emergency preparedness and response capacity in cities will improve impact-based early warning, municipal response systems, and temporary shelter planning and management. Sub-components: Sub-component 2.1 will strengthen early warning and preparedness by clarifying mandates, establishing protocols, equipping municipal situation rooms, preparing evacuation and business continuity plans, and training city teams in coordination with the National Institute for Disaster Risk Management and Reduction (INGD), the National Institute of Meteorology (INAM), and the National Directorate of Water Resources Management (DNGRH); Sub-component 2.2 will assess and upgrade temporary shelters, define national regulations for shelter establishment and management, and improve safety, accessibility, lighting, and gender-segregated facilities, with grievance and referral mechanisms to mitigate gender-based violence risks. Component 3: Strengthening Municipal Capacity for Sustainable and Resilient Urban Infrastructure, Investments and Jobs will enhance institutional, financial, and operational capacity for sustainable asset management, operation and maintenance, land administration, and revenue mobilization to enable private investment and job creation. Sub-components: Sub-component 3.1 will introduce funded operation and maintenance plans, asset management systems, improved tax administration, inter-municipal coordination for shared drainage, and strengthened environmental and social risk management; Sub-component 3.2 will improve tenure security and spatial planning by issuing the Right to Use and Benefit from Land (DUAT) titles in priority economic areas, updating land use plans, strengthening municipal land information systems, and facilitating investor engagement, including through a transparent urban investment platform and collaboration with International Finance Corporation (IFC). Component 4: Project management will finance coordination, fiduciary management, environmental and social risk management, and monitoring and evaluation across implementing entities. Component 5: Contingent Emergency Response Component will allow rapid reallocation of uncommitted funds to eligible, time-bound emergency activities based on an agreed Emergency Action Plan and operational procedures.
