This paper provides (i) the FY24 IDA country allocations; (ii) the key input data on which these country allocations were based, and (iii) information on allocations under IDA’s windows, namely the Regional Window (RW) (Table 3), Window for Host Communities and Refugees (WHR), Crisis Response Window (CRW), Scale-up Window (SUW), and Private Sector Window (PSW). FY24 was the second year of the three-year IDA20 cycle (FY23-FY25). A total of 72 countries were eligible to receive IDA financing in FY24..2 At the beginning of FY24, the total allocation amounted to about SDR14 billion,3 of which SDR3 billion (or 21 percent) was on grant terms, SDR9 billion (about 64 percent) was on credit terms (regular, 50-year, small economy, or blend terms, as applicable to countries in FY24), and SDR2.1 billion (15 percent) was provided as Shorter Maturity Loans (SMLs). Countries eligible to receive SMLs were allocated about 12 or 24 percent of their Performance-Based Allocations (PBA) as PBA-SMLs depending on their lending eligibility and/or risk of debt distress rating at the beginning of FY24. IDA-only countries (including Small States) and Gap and Blend Small States at high risk or in distress were not eligible to receive SMLs.
