Ratings of the Social Protection Emergency Crisis Response Project for Djibouti were as follows: outcome was satisfactory, Bank performance was satisfactory, and M&E quality was substantial. Lessons learned highlight that flexibility is critical in crisis contexts; projects should be designed with built‑in adaptability, supported by clear stakeholder coordination, frequent communication, and a consistent focus on outcomes. Investing in capacity building and system improvements increases efficiency and sustainability; international exposure and training should be expanded, information technology upgrades to the Social Registry (SR) deepened, and community‑driven approaches equipped with adequate decentralized support, structured capacity‑building programs, and resources for sustained global learning. Foundational systems pay high dividends during implementation and must be maintained between shocks; continued investment in the SR, delivery platforms, and implementation units strengthens readiness. Sequencing matters; pairing system building with rapid service delivery helps demonstrate tangible results, build trust, and sustain stakeholder commitment while enabling more complex reforms. Civil works in emergency operations require realistic timelines, assessments of client implementation capacity, simplified and well‑sequenced procurement, and sustained hands‑on support to prevent delays that can undermine responsiveness. Results frameworks should be updated promptly when implementation pivots occur; formally revising indicators to reflect shifts in modalities, such as moves from in‑kind to cash, prevents misleading performance signals and supports accurate evaluation. Collectively, these lessons recommend designing crisis operations with structured flexibility, reinforcing institutional and community capacities, safeguarding core systems, aligning sequencing to show quick wins while building long‑term capability, managing infrastructure prudently, and keeping monitoring systems current with operational realities to inform timely course corrections.

This Focus Note is written for you and your leadership team as an alternative: a practical way to move from reactive, piecemeal responses toward a deliberate, win-win approach that strengthens the resilience of both your clients and your institution. Done right, this can also create opportunities to develop new business lines and seize market share as competitors pull back or vacillate. Nothing builds loyalty from clients, old and new, like being there for them when they need it most.
